Preheat oven to 450°F.
In small food processor, pulse together cilantro, garlic, green onion, ginger and carrot until a paste forms. Add peanuts and sesame seeds and pulse to combine; scrape onto large plate.
In small bowl, mix together honey and wsoy sauce. Brush over beef. Roll beef in peanut mixture to evenly coat. Transfer to foil-lined baking sheet.
Roast until medium-rare, 20 to 25 minutes (or longer, depending on preference), when instant-read thermometer inserted in centre reads 130°F.
Remove to cutting board or rack; cover with foil and let rest 5 to 10 minutes.
